In order to reduce the risks resulting from intense meteorological events that are causing serious damage due to the inadequacies of municipal-level drainage systems, the Lombardy Region through the Hydraulic Invariance Regulation (Regional Regulation No. 7/2017 as amended) has defined a new and very demanding regulatory framework.
In order to comply with the provision of Article 14 of R.R. 7/2017, municipalities that fall in high and medium hydraulic criticality area (A and B) are required to prepare the Municipal Hydraulic Risk Management Study that identifies the current hydraulic risk conditions arising from the contributions of both the water and sewer reticulation and the measures to control and reduce the risk conditions.
On behalf of several municipalities, J+S S.p.A is carrying out the hydraulic modeling activities to support the drafting of this Study, which involves: a collection of all necessary data, preparatory supporting analyses, and construction of the integrated two-dimensional sewer-water network hydraulic model using Infoworks ICM hydraulic modeling software to simulate the operation of the storm drainage system, process flooding and hydraulic hazard maps, and evaluate the effectiveness of proposed interventions.
The construction of the hydraulic model consists of the following steps: definition of the digital terrain model (DTM), to arrive at the definition of the direction of propagation of water over the territory; the geometric construction of the sewer system and the reticulation with the information obtained from the surveys or through the help of the DTM; the definition of the connections between the water reticulation and the sewer system and definition of the boundary conditions; the elaboration of the two-dimensional mesh; the definition of the design meteoric events for return time of 10, 50 and 100 years; the execution of integrated 1D-2D simulations; and finally the construction of the mapping of the areas of the municipality according to the hydraulic hazard (tie-velocity relationship) obtained from the results of the simulations.
Following the definition of critical areas from a hydraulic point of view for the municipality, possible structural measures, i.e., those punctual works (such as lamination basins or flood collectors) that allow to mitigate the conditions of hydraulic hazard, are tested by means of model, defining those that are optimal from a technical-economic point of view.
